Property Update: What Andy Burnham's Latest Housing Announcements Mean for Hertfordshire

 


Just over a week after Andy Burnham became Prime Minister, more details are beginning to emerge about the direction his Government could take on housing.

While no major new property legislation has been introduced since our last update, several announcements and policy signals are helping to paint a clearer picture of what buyers, sellers, landlords and tenants can expect over the coming months.

As always, it's important to separate confirmed Government policy from political discussion. Some ideas have been widely reported but are not official policy, while others have now been confirmed by the Government.


Stamp Duty Remains Unchanged

Shortly after becoming Prime Minister, there was speculation that Andy Burnham could reform or even abolish Stamp Duty as part of a wider overhaul of property taxation.

However, the Prime Minister has since confirmed that there will be no changes to Stamp Duty in the forthcoming Budget, providing reassurance for buyers and sellers who are currently planning a move.

While longer-term discussions around reforming property taxes and Council Tax have taken place in the past, there are currently no confirmed proposals to replace either system.

For anyone buying or selling a home in Hertfordshire today, the existing Stamp Duty rules remain in place.


Housebuilding Continues to Be a National Priority

One area where there is much greater certainty is housing supply.

The Government has reaffirmed its commitment to significantly increasing the number of homes being built across England, with Andy Burnham describing his ambition to deliver one of the largest council house building programmes since the Second World War.

Ministers have also acknowledged that current housing delivery remains behind previous targets, meaning further planning reform and investment will be needed if the Government is to accelerate construction over the coming years.

Her department oversees housing policy, planning reform, local government, English devolution and regional growth, meaning many of the decisions affecting new housing developments and planning across Hertfordshire will ultimately sit within her remit.

For homeowners and developers alike, this suggests continuity rather than a wholesale change in the Government's overall housing strategy.


What About Rent Controls?

Many landlords have been wondering whether the new Prime Minister's appointment could lead to rent controls.

Andy Burnham has previously expressed support for giving regional mayors greater powers over local rental markets. However, the Government's current position appears much more cautious.

Angela Rayner has publicly stated that rent controls are not currently being considered, pointing instead to the Renters' Rights reforms that are already in force. These reforms give tenants stronger protections and greater opportunities to challenge unreasonable rent increases.

One of the first housing-related announcements from the new Government has focused on tackling rough sleeping.

The Government has announced additional funding to help provide secure accommodation alongside support services for vulnerable people, working closely with local authorities to reduce long-term homelessness.

While this won't directly affect most homeowners or buyers, it demonstrates that housing remains firmly at the centre of the Government's wider priorities and highlights the increasing role local councils will play in delivering housing initiatives.


What Does This Mean for Hertfordshire?

For homeowners, buyers, sellers and landlords across East Hertfordshire, the key message remains reassuring.

There have been no immediate changes to how you buy, sell or let property.

Mortgage affordability, buyer confidence, housing supply and local demand continue to have a much greater influence on today's property market than political headlines.

Should the Government introduce planning reforms or future changes to property taxation, they could influence the market over the longer term, but for now these remain matters for consultation and future policy announcements rather than immediate legislation.
